Applying the Aged Care Code of Conduct in the Support at Home Program

The Aged Care Code of Conduct sets out the behaviors and responsibilities expected of all workers, volunteers, contractors, and responsible persons within the aged care sector.

At its core, the code emphasises eight key principles, which focus on providing respectful, safe, and competent care to older Australians.

Some of the key responsibilities include:

  • Respecting individual rights: Treating older people with dignity and respect while honoring their personal choices, privacy, and independence.
  • Providing competent care: Ensuring all care and services are delivered professionally and safely.
  • Acting with integrity: Being honest, transparent, and ethical in all interactions.
  • Reporting issues promptly: Responding to complaints and reporting any incidents in a timely manner.

If a worker witnesses or suspects a breach of the Code of Conduct, they have a mandatory responsibility to act. Typically, this involves reporting the issue to the registered provider. If the worker is uncomfortable doing so, they can escalate the matter directly to the Aged Care Quality and Safety Commission. Immediate action is critical to ensure the safety of older adults and to reduce the risk of harm.

Providers also play a key role in upholding the Code of Conduct. They are responsible for ensuring that all staff, volunteers, contractors, and responsible persons understand their obligations. This includes providing adequate training and support to make sure everyone knows how to comply with the code and how to respond to breaches.

The Code of Conduct applies to all aged care services, including the Support at Home program, which began on November 1, 2025, alongside the new Aged Care Act. While the program is part of broader aged care reforms, the principles of the Code of Conduct remain consistent across all programs—whether residential aged care, the Commonwealth Home Support Program, or other services.

By understanding and following the Code of Conduct, aged care workers help ensure older Australians receive care that is safe, respectful, and dignified, both at home and in residential settings.
